dealers leaving cash for clunkers real or a scam????

Over the past couple of days it has been reported that dealers were leaving the cash for clunkers program. The reports inform the unknowing reader or viewer that it is because the government has not paid off on the cars sold so far. In fact the reports have estimated that only 2% of total sales have been refunded.
 
Yet I am inclined to think it was propaganda made up by the dealers and the governments, because they must of known the plan of a Monday termination date by  the government. After all the administration and the auto industry needed some way to put money back into their pockets and bring a false sense of security to the American economy.
 
It is being regarded has the most successful program thus far in this government. Yet how can something be so successful when the government supposedly has not paid off on the monies owed yet? So what better way to sell more cars than to abruptly end the program, causing a mad rush to every dealership which is already in bed with the government. Causing the people of this great nation to stand in line to give up their cars only to receive what they think is a good deal for their welfare assistance check.
 
Welfare is a system set up by the government to take care of individuals unable to take care of themselves and or incapable of doing so because of what ever social misfortunes. With that being said, individuals of this newly created welfare system have now lined the pockets of the UAW and the dealerships for their share of welfare assistance, because if it wasn't for this program .Yet at times, didn't the dealers offer some of cash or other incentive give anyways. So did they really give anything up after all? It just seems to me that thou some companies that did not received government bailout money they still helped this administration in a indirect way.
 
At every turn companies are getting in bed with this administration, because they are afraid of what this big government might do. If it is one thing community organizers are good at doing is fear-mongering, holding protest rallies and creating a spirit of fear. Causing these unwilling companies to bend in the direction they want them to go. Wouldn't this be a form of organized crime, or the Chicago way?
Isn't the environmental and labor unions doing the same thing to the American people, causing them to buy cares they really do not want. 
Yet has long has cars are being made, unions are receiving their union dues and the government is getting their kick backs, I guess the truth really doesn't matter.
 
Just food for thought, take it has you will, but to may things are not adding up. I pose these questions to you, because we have a whole lot of people in this country that refuse to see what is going on.
